Important updates to University Policy 3100: Fiscal Responsibility and the use of FINTRACS

Important revisions to University Policy 3100: Fiscal Responsibility have been published that codify the university’s requirement that departments use the Financial Transaction Review, Analysis and Certification System (FINTRACS) to perform monthly transaction review and organization certification.

The updated Procedure 10305a: Review of Financial Activities also reflects the required usage of FINTRACS and associated action steps for departments.

All university fiscal managers and staff should review the revised policy and procedure.

Upcoming training opportunities

Two live training sessions will be held on Oct. 3 and Oct. 4 for employees who are new to their roles or need a refresher course. These sessions will offer a broad overview of FINTRACS and allow significant time for open discussion and questions. Register through PageUp

About FINTRACS

FINTRACS, launched in November, streamlines monthly financial reviews and enables electronic access and increased transparency for departments, senior managers, and central administration. The system employs a risk-based approach, providing 96% assurance of non-payroll expenditure accuracy and completeness through targeted review of about half of all financial transactions.

"As the university continues to grow, it is imperative that we leverage system controls to efficiently provide reasonable assurance of objectives relating to operations, reporting, and compliance. Completion of financial transaction reviews in FINTRACS produces remote likelihood that material misstatements will not be prevented or detected promptly,” said Melinda West, associate vice president for finance and university controller.

Since implementation, the university has made enhancements to both the transaction review criteria and the user navigation experience, based on user feedback received. Additional functionality and enhancements are currently in development.
