The Open Access (OA) Subvention Fund (OASF) managed by University Libraries will close on July 1, 2025. The OASF model is unsustainable due to the ever-increasing article processing charges being requested annually. The OASF awards for this fiscal year have been made.
Authors can take advantage of library services and alternative funding sources to address these charges. At no cost to authors, University Libraries offers membership-based and consortially-negotiated APC discounts (some as high as 100%) and OA repository services. Under the university’s OA Policy, authors can freely publish accepted versions of their journal articles to VTechWorks, Virginia Tech’s open scholarly repository.
Also, authors can request funds for APCs from their academic departments and include APCs in their grant funding requests. The 2023 OSTP Memo [PDF] provides information about federal agencies’ public access requirements. Requests for APC funding in grant applications are normal and expected.
